How can I cancel my timeshare with Royal Holiday?

We were scammed by Ryan Garber at Royal Holiday. We cancelled within the 5 day period and he is not refunding the money. We have a signed document from him stating that the $1825.00 would be refunded. He doesn't respond to emails. We are planning to go back again and speak to him face to face again. Any suggestions would be appreciated very much.
